Captain Thomas Bradshaw currently serves as the Director of the Communication Division of the Virginia State Police. He is an accomplished and seasoned law enforcement leader commanding complex and high-profile missions. He is a Virginia State Certified Personal Protection Specialist (PPS) and Senior Instructor. He is also a member of the American Board for Certification in Dignitary and Executive Protection and Board Certified as a Protective Operations Manager. Captain Bradshaw was the former Assistant Unit Commander and the Executive Officer of the Executive Protective Unit for the Office of the Governor for thirteen years. He was the former Intelligence Officer for Threat Assessments and the Medical Officer for the Protective Detail.

Captain Bradshaw’s background includes sixteen years of emergency medical services, and he is currently a National Registered Emergency Medical Technician - Tactical. He graduated from the United States Secret Service Protective Operations and U.S. Department of State Diplomatic Security Service Academies. He served seven years as a Master Operator with the Virginia State Police Counterterrorism SWAT/Tactical Team. He has vast experience with high-profile events such as Governor’s and Presidential conventions and inaugurations. He also has advanced, provided protection, and supervised protective operations on trade missions worldwide, working closely with the U.S. Embassy and foreign authorities.

He is a U.S. Department of Homeland Security certified Instructor in Incident Response to Terrorist Bombings, Understanding & Planning for School Bomb Incidents, Federal Air Marshall Service Certified Instructor in Law Enforcement Officers Flying Armed Certification Course, and the Department of Justice certified Instructor in Terrorism for Law Enforcement Officer. He is also a Virginia Department of Criminal Justice Services General, Personal Protection Specialist, and Emergency Vehicle Operator Course Instructor. He has developed and provided training/consultant on behalf of the Virginia State Police internationally and to various local, county, state, and federal law enforcement agencies on the topic of dignitary protection, political assassinations, special event planning, threat assessments, and intelligence gathering. He also possesses a National Certified Crime Prevention Specialist II certification by the National Crime Prevention Association. He is an Accredited Associate Faculty Member for the University of Phoenix College of Criminal Justice and Security.

Captain Bradshaw holds a Doctorate of Strategic Leadership degree from Liberty University. A Master's degree in Public Administration from Troy State University, a Master’s degree in Public Safety from the University of Virginia, and a Bachelor of Science degree in Governmental Administration from Christopher Newport University. He is a professional member of the National Criminal Justice Honor Society – Alpha Phi Sigma. He received a Postgraduate Diploma in Executive Management and Leadership from the University of Virginia - National Criminal Justice Command College. He is also the recipient of the Dr. Richard W. Kobetz Achievement Award for Outstanding Professional Accomplishments. Tom is a graduate of the Executive Protection Institute as well as a member of the Nine Lives Associates and the Academy of Security Educators and Trainers.
